Q1 (A) expand — expand a product line — standard business collocation. 'grow' is possible but less natural for product lines.
Q2 (B) submit — submit a request — formal/official process word. 'send' is too informal.
Q3 (C) implement — implement a system — standard business verb. 'put' and 'do' are too informal.
Q4 (B) place — place an order — fixed collocation. Never 'make/do an order'.
Q5 (C) conduct — conduct a survey — most formal and natural. 'do a survey' is acceptable informally but 'conduct' is preferred in TOEIC.

Q7 (B) approve — approve a proposal/merger — formal decision verb. 'approve' is the standard TOEIC word.
