Q19 (A) publishes — "every February for the past fifteen years" describes a habitual action that is still true → present simple. (C) has published is also possible but (A) is more natural for a habitual current practice.)
Q20 (C) had already started — The session started before Mr. Yamamoto's realisation in the past → past perfect. "Already" reinforces the completed-before-past-event meaning.
